Practice is different in different parts of the world. Here in Norway, geotechnical engineers are responsible for everything which will be built in the ground. But, structural engineers also do their part for foundation design wherever needed. for example, pile foundation; geotechnical engineers do their calculations in geotechnical FEM system and give spring stiffness data to structural engineers and they calculate piles as integral part of their global structural model with soil springs. Values for deformations, moments and load distribution from global structural model should match with geotechnical model. If they dont match than it becomes a iteration job between structural and geotechnical calculation until they get more or less same results.
