Carbon Fibre Reinforced Concrete is very much in use for mainly retrofitting work (but not in regular structural concrete work) ie restrenthing & to increase load capacity of the structure. The litrature regarding CFRC can be fetched from construction chemical suplier. Though it seems too expensive but very appropriate solution to ve results.

For structural purpose concrete is used as compression material only therefore no need to go into E value for tension condition. Until u r required to determine very precisely the strains & deformation behaviour of a stucture element.
